By the Ghosts that drop the Ghoulish Preserve HnG Chef loot (as well as the Ghostly Goo for epic loot). Chef spawns on the west side of the river in front of the 2nd tree south of the bridge.

Near the Archaeolgist, by that rock. And, right by the rock in EG by OLX, the rock with no childs, north from the ramp.

Shorte, Blackpearl, Hodstock:
If you run out of the main cave (where Herbie and High Shammy are, and turn left to head toward the hill where the outside camp of foragers and Inquisitors are, if you turn left again and run along the outside wall of the cave, I believe he spawns there along the 1st or 2nd hill you come to.

What Chef wants:
Kill: Froglok Slayers and Inquisitors both outside, or inside Guk Dungeon

Two locations:
*Between the animated lava camps, near the very first Epic camp you encounter, just past them on edge of lava stream near a tree.
* Tossinpots: The other spot is all the way passed all the goblins, through where magmas and crawlers reside. Head towards the white conned imps. There is a very large crater as you get close to where you can first con the imps, he spawns on the edge of the crater, on the side closest to the imps.

Just south of the Goblins camp at the ruins, among the trees in the flatlands there. Or...n/e of the Goblins camp on the hill.

Two locations up north:
*TFGs, buy the ice bubble, south on a hill with trees, near a rock.
*Snowblind plains (SW) just N. of a set of bones right next to a tree. If you head directly west of the TFG camp near NorthGate, you will come to two sets of bones with a fallen tree between them. The Chef spawns just north of the bones by a tree on the side of a small hill.

What Chef wants:
Kill: Tenacious Ice Giants
Itemt: Frost giant toes
XP: 2,000,000 (per 4)

From Frankeinstin (Blackpearl, Hodstock):
The chef spawns to the west of where the desert bandits/pillagers are next to a tree near the river on the same side as the bandits.The tree is next to a broken bridge and a small rock.
